NBPA newest chapter announces officers
It gives me great pride and pleasure to announce and congratulate the Officers of the newest NBPA Chapter- NBPA- Western District of Tennessee!!
Congratulations is also due to NBPA Regional Director Mercedes Maynor-Faulcon and Tennessee State Representative Allegra Walker, for all their hard work and assistance to the founding members over the past three years (since Ft. Lauderdale Conference).
Allow me to introduce the Officers of NBPA- Western District of Tennessee Chapter to the 2010-2011 NBPA Board of Directors.

Wayne McKenzie transitions to the new role of General Counsel
Wayne recently joined the NYC Department of Probation as General Counsel. In this capacity, he is a member of the agency executive team and oversees the General Counsel’s Office where he is the primary advisor to the Commissioner and Chief of Staff on all legal matters, ensuring that DOP is operating within the law at all times with a special focus on balancing the needs and best interests of probation clients with the ongoing safety of the community. Wayne is directing the formulation and administration of city policies and programs relating to adult and juvenile crime and the managing of cases for violation hearings; and analyzes the impact of proposed regulations and legislation on both the Department and the criminal justice system. Additionally, he oversees the Office of The Advocate, which conducts investigations into allegations of employee misconduct and medical fitness. For the past five years, Wayne served as the Director of the innovative Prosecution & Racial Justice Program at the Vera Institute of Justice. The project, national in scope, partnered Vera with three district attorney offices to develop data collection/analysis and management tools to assist prosecutors identify racial disparity patterns at key discretionary decision points and develop corrective policies where unexplainable disparity patterns or racially biased outcomes emerge. Prior to that, he served for 15 years as a prosecutor and Deputy Bureau Chief in the Kings County District Attorney’s Office.

Jacquelyn Lacey appointed Chief Deputy
The Los Angeles District Attorney appointed Assistant District Attorney Jacquelyn Lacey to Chief Deputy. Ms. Lacey becomes second in command of the LA DA's Office, the first African American ever to hold that position, and, as a result, the highest ranking African American in LA DA history! Congratulations Jackie!
First Aftrican American President - Marin County Bar Association

On Saturday, January 8, 2011, Otis Bruce will be installed as President of the Marin County Bar Association. Otis Bruce is the first African American and first ethnic minority to be elected President of the Marin County Bar Association. Let's celebrate Otis Bruce's achievement. New Report Focuses on Prosecution and Race
Prosecutors in the United States exercise significant discretion with minimal external oversight. This flexibility allows them to seek outcomes that are just for individual cases, but some believe it may also lead to unfair disparate treatment—particularly toward people of color, who are overrepresented in the criminal justice system. Vera’s Prosecution and Racial Justice Program (PRJ) is working with district attorneys in Milwaukee County, Wisconsin; Mecklenburg County (Charlotte), North Carolina; and San Diego County, California, to develop an internal assessment and management procedure that will help them identify and address evidence of racial bias within their offices. PRJ’s new publication, Using Data to Advance Fairness in Criminal Prosecution , describes this process and identifies lessons learned as the partner jurisdictions put the procedure in action.
The Vera Institute of Justice is an independent, nonprofit organization that combines expertise in research, demonstration projects, and technical assistance to help leaders in government and civil society improve the systems people rely on for justice and safety.
